Voting

GICCA has two types of members: “Statutory” members, who are all Guemes Island residents and property owners aged eighteen or older, and “Associate” members, who are under 18.  Statutory members will vote to fill five open positions on the GICCA Board and two Associate Member Board positions.

Voting has two steps.  First membership is verified, and then a ballot is provided to be filled out.  Membership is verified by either by checking the Skagit County Tax Assessor roll or presentation of any official document with the person’s name and address on Guemes Island such as, but not limited to: driver’s license, car registration, utility bill, or rent receipt. If your membership was verified at a business meeting during the year and you were given a membership card, you can present that card.

If you email us at 4gicca@gmail.com, we can provide an absentee ballot for anyone who is not on the island during scheduled voting times.  Absentee ballots need to be RECEIVED by November 30.

Voters may vote for up to FIVE candidates for Board and may vote for up to TWO Associate Members.

Ballots will be counted during the November 2023 Annual Meeting and the winning candidates will be announced at the meeting.

Absentee Ballots
At the September 28, 2023 Business Meeting, the Membership approved new bylaws. One change is to allow and encourage people who are not on the island during the month of November to vote; for future years the process is outlined in the Bylaws.  For this year, since the new process was adopted too late to implement the method in the Bylaws, here is how you can get an absentee ballot. EMAIL us at 4gicca@gmail.com and give us a few windows of time when you could meet with a GICCA Board member.  We’ll meet you at the Hall or Library and can verify your membership in the Association.  What you need to bring: any official document with the voting persons’ name(s) and address on Guemes Island such as, but not limited to: driver’s license, car registration, utility bill, or rent receipt, and tax bill, and bring a stamped, addressed envelope for us to mail you a ballot as soon as the slate of candidates is established in late October.  If you are already away from the island and would like to vote, please email us and provide a picture of your documentation, and we’ll mail you a ballot.  Please mail your ballot(s) well before November 30 so that they reach us before the November 30 Annual Meeting to be counted.
